If Ashe's ship first targeted ships from the second wave, Matsya would understand what is going on and would focus on taking Ashe's ship only, therefore not causing any conflicts between the two waves.

There are no smaller ships, but they could find parachutes as well as vehicles looking similar to bikes and the likes.
